We are looking for an experienced Geospatial Analyst to join our Spatial Planning team and provide specialist spatial geospatial analysis, spatial data and visualisation capability to support spatial planning related mahi across our organisation, including the development of the Bay of Plenty Regional Spatial Plan.

This is more than a map-making role. You will work alongside planners, analysts and cross-council project teams to turn planning questions into clear meaningful spatial analysis, helping us understand patterns, opportunities, constraints and impacts and use this evidence to support decisions to inform planning and decision-making.

You will combine your geospatial expertise with an understanding of urban, environmental, land-use or spatial planning to help our organisation make better use of spatial information.

A key focus of the role will be supporting the development of a trusted, regionally consistent spatial evidence base for the Regional Spatial Plan. This will include bringing together spatial data, from across council, territorial authorities, partner agencies and other sources, helping to identify evidence gaps, and supporting the use of consistent data, metadata and mapping standards across the programme.

Your work will also support options assessments and implementation planning, by analysing growth opportunities, infrastructure constraints, natural hazards, climate adaptation, environmental constraints and land-use interactions. Your work will help inform governance workshops, partner discussions, mana whenua participation, community engagement and future decision-making.

You will:

• Undertake spatial analysis, modelling and visualisation to support planning, options assessment and decision-making.
• Work with planners, analysts and project teams to develop fit-for-purpose geospatial solutions.
• Integrate and analyse spatial, demographic, environmental, land-use, infrastructure, hazard and climate datasets to identify trends, opportunities, constraints, impacts and evidence gaps.
• Support a shared regional spatial evidence base, including evidence registers, metadata, spatial data standards and common datasets.
• Prepare maps and spatial products for governance briefings, partner workshops, mana whenua engagement, community conversations and technical groups.
• Provide specialist geospatial advice to internal teams, the Regional Spatial Plan programme and partner organisations.
• Build and maintain online and mobile mapping applications and other spatial tools.
• Manage corporate spatial data to support integrity, completeness, accuracy and accessibility.
• Identify opportunities to improve workflows, automate processes and strengthen spatial capability across the organisation.
• Build effective relationships with internal and external stakeholders and contribute to a collaborative team environment.

Ō pūmanawa | Your skills and experience

We are looking for an analytical and curious geospatial professional who can see beyond data and understand how spatial evidence can help answer real-world planning questions.

To be successful in this role, you will have:

• A tertiary qualification in Geography, Geospatial Science, GIS, Environmental or Urban Planning, or another related discipline.
• At least three years' relevant experience in GIS, geospatial analysis, environmental or urban planning or another related field.
• Strong practical experience with ArcGIS Pro and other relevant GIS technologies.
• Experience undertaking spatial analysis, interpreting data and communicating insights clearly.
• Experience integrating spatial datasets, maintaining data quality and supporting shared evidence bases.
• Experience developing and maintaining web-based GIS solutions, online mapping or spatial applications.
• An understanding of planning and how geospatial information supports policy and decision-making.
• Strong communication skills and the ability to explain geospatial concepts to technical and non-technical audiences.
• A collaborative approach and the ability to build effective relationships across disciplines and organisations.

Experience with Python, SQL, FME, spatial databases, spatial modelling, automation, demographic analysis, environmental datasets or scenario/suitability analysis would be advantageous.
