Many people are great and will try to work, but much of the higher management is clearly downtrodden and too unmotivated by the struggles to perform as well as they could. In addition, favoritism is rampant and when not in place, depending largely on the position, it can be very easy to get in trouble for unusual things. The culture they promote is great, but it just doesn't go through.
